Most VA property requirements are about the house. Two are about where the house sits, and in the Lowcountry they come up on nearly every file: flood insurance and a wood-destroying insect report. Knowing both before you make an offer keeps a good house from turning into a late surprise.
A property in a FEMA Special Flood Hazard Area must be covered by flood insurance, and a property in such an area is not eligible if flood insurance is not available. Those areas are the zones beginning with A and V - including A, AE, AH, AO and VE. Flood insurance is not required in Zones B, C, X and D.
Two details catch buyers. First, a property that floods regularly is not eligible even if it is not in a mapped hazard area; the appraiser's knowledge of the area counts. Second, the lender, not the appraiser, is responsible for verifying the zone, because flood maps do not always pin down a specific property.
VA allows you to buy private flood insurance instead of a National Flood Insurance Program policy. Compare both.
At your request, detached garages and small sheds can be excluded from the flood policy if they are also excluded from the appraised value. VA notes it may not be worth it, so price it both ways.

VA's local requirements list South Carolina among the states where wood-destroying insect information is required for the entire state. So every VA purchase in the Charleston area needs the report before the notice of value is issued.
If the appraiser sees apparent infestation or damage, the appraisal is made subject to an inspection and all damage must be repaired. Small sheds and detached structures that were given no value can be left out of the inspection. In a high-rise condominium with units stacked vertically, no termite inspection is needed; side-by-side villa and townhome styles in the heavier-risk zones do need one.
How your pay and allowances qualify you in the first place is on BAH and sea pay as income, and the rule for an end-of-service date within a year is on ETS within 12 months.
